City Beach Ocean Village Redevelopment

A significant development application for the mixed-use redevelopment of the Ocean Village site in City Beach has been received by the Western Australian Planning Commission (WAPC) under Part 17 of the Planning and Development Act (2005). 
 

As outlined by the Department of Planning, Lands and Heritage (DPLH), this application proposes demolition of the site’s existing buildings and redevelopment with buildings ranging from 3 storeys up to a height equivalent to 23 storeys. The proposal includes apartments, a supermarket, tavern, small bar, liquor store, retail, pharmacy, offices, food and beverage, medical centre, gym, village green and parking.
 

The development site encompasses 3 and 5 Kilpa Court and a portion of Lot 241 Brompton Road, City Beach.
 

The development consists of the following elements:

  • Buildings on the western side of the site with a 12.4m podium and two towers above of 7 storeys and 19 storeys,
  • A three-storey building on the eastern side of the site,
  • 6,480m2 of commercial and retail floor space including a supermarket, tavern, small bar, liquor store, pharmacy, food and beverage tenancies, medical centre and a gym,  
  • 247 multiple dwellings (apartments) comprising 11 one-bedroom, 109 two-bedroom and 127 three-bedroom apartments, 
  • Communal residential amenities on the podium level, and
  • Parking including 206 non-residential parking bays accessed via Hale Road and 507 residential parking bays accessed from Kilpa Court.


The application from Planning Solutions, prepared for Blackburne Property Group, is required to be advertised to seek public comments and is open until 26 August 2024.

 Residents can also view the plans and make submissions directly to the DPLH.

The development is valued at $200 million.
